The new China Central Television Centre combines administration with news, broadcasting, studios and programme production - the entire TV process - in a sequence of interconnected activities.

Security consultancy is an important part of our multidisciplinary service on this high-profile project, ensuring the building will be safe now and throughout its future lifecycle.

The client brief focused on controlling access to the site and buildings, concentrating on protecting broadcast space. This was expanded in discussion with the architect to include effective protective measures to protect this large and unusually shaped building.

Starting with a threat and risk analysis, we conducted a risk profiling and design resilience review aimed at developing an integrated approach to the deployment of electronic security systems with operational, structural and facade solutions.

Our experience in building design and access to a team of multidisciplinary experts means that we deliver a holistic solution rather than focusing on individual elements. The result co-ordinates security needs with CCTV’s business and cultural activities.

People and traffic movement

The public loop section of the building takes people into its core, so this area will need careful management and control to balance security needs and people movement without causing business disruption or congestion at particular times.

We have taken into consideration both traffic management and people movement to establish appropriate measures, identifying business critical areas where particular protection will be needed.

Our solution is to introduce a mix of electronic technology, physical measures and operational procedures to complement and enhance traditional measures where primarily security personnel are used. An example is the introduction of an IP based video system to provide a more flexible monitoring and management system.

Blast Protection

Protection against bomb blast for occupants and business critical areas of the building was a key element of the strategy we developed with OMA. Arup collaborated closely with OMA and Front, their fa?ade consultants, to ensure a high degree of resilience to blast in the building’s dramatic structure and facade system. The objective is to shield the occupants and business critical areas in the event of an external explosion.
